Ted Rall on Why We Hate the Bailout(s)

Ted Rall is an essayist and cartoonist.

I'm a calm person. Yet my most recent bank statement featured three items that brought my blood to a fast boil. One was a $10 "income wire transfer fee." A newspaper that publishes this column paid for it by wiring the money to my account. The bank charged me ten bucks--for depositing money! Money that, by the way, they invest in what the banking industry calls "the overnight call float."...

...Then there's what my bank calls AN IMPORTANT CHANGE CONCERNING THE PROCESSING OF YOUR CHECKS EFFECTIVE MARCH 20, 2009: "As checks you have written are presented to us for payment during the course of a business day," they explain, "we will place a hold on available funds in your account of those checks, resulting in a reduction in your available account balance throughout that day." This is Bankese for: "You will pay bounce fees even when you have enough money in your account for checks to clear."

I won't even mention the time they hit me with a $120 fine in a single month--twelve separate fees at $10 a pop--for being stupid enough to use the line of credit they once begged me to take.

I hate my bank. My bank is Citibank. Citibank sucks. ...

If Citibank wasn't an evil, customer-hating band of fee vultures, I might not be quite so annoyed at the fact that its parent company, Citigroup, had just received $20 billion in direct investment plus $306 billion in loan guarantees from the U.S. government (i.e. us), of which I am a subsidiary. That's $1,100 per American citizen, plus compound interest paid to Chinese investors who buy U.S. Treasury obligations. The fact that Citigroup "didn't produce" has nothing to do with it. I would rather set $1,100 on fire than hand it over to Citigroup. ...

...I have a suggestion for Mr. Samuelson and the high-flying captains of industry he champions: If banks and insurance companies want taxpayers to save their steak-fattened butts, let them accept some changes that will make Americans like them better. For banks, no more fees on checking or savings accounts. Period. For credit card companies, reset all interest rates at one percent over prime. Give customers a full month to pay their bills. No more unilateral changes in rates. For insurance companies, the presumption should be that all claims are legitimate unless proven otherwise. If a doctor approves it, pay out without being asked twice.

Oh, and one more thing: Get rid of phone trees. Fire the half-a-world-away call centers. Ban voice recognition systems--"say yes or no--I'm sorry, I didn't get that." Hire actual people to answer the phone. Make them pick it up on the first ring and transfer calls to the proper department.

I'd pay $1,100 for that.

Been There, Done That

Or, Repeating History for Lack of Remembering It

From the January 1933 issue Harper's Magazine

Inside the R.F.C.: An adventure in secrecy

The Congress which now presides over the dying months of President Hoover’s administration will, let us hope, bring to an end that fatuous adventure in secrecy which has stained the record of the Reconstruction Finance Corporation. In the very act of its birth the R.F.C. was stricken dumb by the President. Thereafter for five months it passed round hundreds of millions of dollars of public money to banks and railroads without affording either to the public, or even to Congress itself, a grain of information about the identity of the objects of its bounty.

...

Before lifting a corner of the curtain let me insert a word about this dangerous notion that government can be safely conducted in secrecy. There is a school of politicians–in close communion with their business allies–who hold to what is sometimes called the idiot theory of government, because of certain expressions which the President himself has let fall. There is a belief that the citizens are stupid; that the less they know the better off they will be; that knowledge in their immature minds will frequently produce economic disorder, and that they will be better served if they will entrust their affairs to the strong and able men set over them by Providence and a well-oiled election machine. The theory ignores a very old truth: that if there are foolish citizens there are also selfish rulers; that the poor judgment of the masses is to be trusted hardly less than the bad ethics of their leaders, and that, in any case, those who supply the funds for governments and the blood for wars have a right to know what is being done with their money and their lives. 809? No. $800 Billion

A nice little spoof that has been worming its way around the 'net:

SUBJECT: REQUEST FOR URGENT BUSINESS RELATIONSHIP

DEAR AMERICAN: I NEED TO ASK YOU TO SUPPORT AN URGENT SECRET BUSINESS RELATIONSHIP WITH A TRANSFER OF FUNDS OF GREAT MAGNITUDE.

I AM MINISTRY OF THE TREASURY OF THE REPUBLIC OF AMERICA. MY COUNTRY HAS HAD CRISIS THAT HAS CAUSED THE NEED FOR LARGE TRANSFER OF FUNDS OF 800 BILLION DOLLARS US. IF YOU WOULD ASSIST ME IN THIS TRANSFER, IT WOULD BE MOST PROFITABLE TO YOU.

I AM WORKING WITH MR. PHIL GRAMM, LOBBYIST FOR UBS, WHO WILL BE MY REPLACEMENT AS MINISTRY OF THE TREASURY IN JANUARY. AS A SENATOR, YOU MAY KNOW HIM AS THE LEADER OF THE AMERICAN BANKING DEREGULATION MOVEMENT IN THE 1990S. THIS TRANSACTIN IS 100% SAFE.

THIS IS A MATTER OF GREAT URGENCY. WE NEED A BLANK CHECK. WE NEED THE FUNDS AS QUICKLY AS POSSIBLE. WE CANNOT DIRECTLY TRANSFER THESE FUNDS IN THE NAMES OF OUR CLOSE FRIENDS BECAUSE WE ARE CONSTANTLY UNDER SURVEILLANCE. MY FAMILY LAWYER ADVISED ME THAT I SHOULD LOOK FOR A RELIABLE AND TRUSTWORTHY PERSON WHO WILL ACT AS A NEXT OF KIN SO THE FUNDS CAN BE TRANSFERRED.

PLEASE REPLY WITH ALL OF YOUR BANK ACCOUNT, IRA AND COLLEGE FUND ACCOUNT NUMBERS AND THOSE OF YOUR CHILDREN AND GRANDCHILDREN TO WALLSTREETBAILOUT@TREASURY.GOV SO THAT WE MAY TRANSFER YOUR COMMISSION FOR THIS TRANSACTION. AFTER I RECEIVE THAT INFORMATION, I WILL RESPOND WITH DETAILED INFORMATION ABOUT SAFEGUARDS THAT WILL BE USED TO PROTECT THE FUNDS.

YOURS FAITHFULLY MINISTER OF TREASURY PAULSON

An Inflated Sense of Importance?

John McCain has "suspended" his campaign for the Presidency (the quotes are because he's been constantly appearing on news programs since the "suspension") because of the current financial crisis. Who does he think he is? He's not on any of the committees that will write the law that will probably fuck all the non-wealthy Americans that could be fucked and he's not a member of the Senate leadership that will call the legislation to the floor.

Is it just a ploy to keep the vapid former beauty queen Sarah Palin from having to debate Biden? McCain's plan to make up this Presidential debate is to replace next week's Vice-presidential debate with McCain v. Obama. There are 39 days left until we elect the next President and we have yet to see them head to head and the Vice-presidential candidate on the Republican ticket has yet to hold anything even vaguely resembling a press conference, much less participate in a debate.

Don't these people have computers, cel phones, video conferencing, etc.? Oh, I forgot. McCain doesn't understand all that new fangled technology. If he did he wouldn't need to go to Washington in person until he actually needed to vote on a bill.

And a little note about the debate McCain wishes to cancel: it will likely lose $5.5 million for Ole Miss. As we all know, public universities are awash in cash so they'll just be able to shrug this off, right? Fire a few more professors, hire some more marketing personell...

"Bail Out" Cannot Be Reviewed

This can't be good. The executive branch is using the current economic crisis to increase its power in frightening ways.

Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency.

His name is Henry Paulson.
